New Menu Bar

I have now finished installing the new menu bar. I hope you like it.
For members the 'New P.M's' button will now flash red - blue if you have a message to make it more obvious but the main changes appear when you are not logged in as both 'register' and 'log in' will flash red - blue both in the menu and the 'welcome guest' box in the portal. Hopefully this will encourage a few more guests to join as the menu will flash on all pages for the duration of their visit.

As this is now more prominent I have moved the new quick log in box which was provided with the update to the bottom of the page in case people wish to quickly scoll down the index to see if there is anything new before logging in.
